Housing in Cyprus Checked: Changed:
In short
- Who it applies to
- Families in which at least one partner is a Cypriot citizen: couples with or without children, and parents raising children alone. One of the couple must be under 45, and one must live in the village with the plots or within 15 km of it. The scheme is not open to single people without children, nor to families with no Cypriot citizen, however long they have lived on the island.
- What it costs
- The plot is not free: the price is 25% of its general valuation (αξία γενικής εκτίμησης), set by the Land Registry. You pay the whole amount at once, on the day you sign the agreement, and the plot is then registered to you — so it can secure a bank loan for the build. Roads, water and electricity to the plots are laid by the state and are not part of the price. You build the house yourself and at your own cost, and obtain the building permits yourself.
- How long it takes
- Applications are accepted until 30.11.2026 — late ones are not registered. Then the district committee examines them and sends letters with its decision and your place on the list; you have 21 days to object. Once the lists are final, the plots are allocated by lottery, and only then do you sign the agreement and pay. The scheme gives no timescale for the examination. After signing you have 3 years to build the house, extendable by one more.
- Where to apply
- In person only, on the paper form, at the District Administration of the district where the village is, 8:00 to 13:00: Nicosia — 2 Alkaiou St, 1st floor, office 132; Limassol — Vragadinou St, building Ε; Larnaca — Europe Square, 6 Athinon Ave; Paphos — 5 Nikodimou Mylona St; Famagusta — 71 Sotiras St, Paralimni. One application per village. A couple signs it together.
- If your case differs
- The house may be no larger than 150 m² and must have at least two bedrooms. You cannot transfer the plot before the house is finished, nor sell the house for 5 years after completion; the restriction is written into the title deed. Fail to build in time and the plot goes back to the state, or you pay the rest of its valuation. If you have had state housing aid before (other than a rent subsidy or a mortgage interest subsidy), you are not eligible.
Your case
If you are a couple and at least one of you is a Cypriot citizen
The scheme is for you if the rest fits: one of you is under 45, one lives in the village with the plots or a neighbouring one within 15 km, family income is within the table, and neither you nor your children or parents own a home or a plot in a residential zone. A couple means marriage or a civil partnership; a marriage concluded abroad is proved with that country's documents. The other partner need not be a Cypriot citizen — the form has an 'EU citizen' box for them.
If you are a Cypriot citizen raising a child alone
You qualify as a single-parent family — the income ceiling is the same as for a couple. A child counts up to 18, as a student up to 23 for a daughter and 25 for a son, and while serving in the National Guard. You attach a custody document: a court order, an agreement signed by both parents or, if the other parent has died, the death certificate.
If you live alone, without a spouse or children
The scheme is not for you — it excludes single people outright, and citizenship makes no difference. If you marry or register a civil partnership before applying, you apply as a couple.
If nobody in the family is a Cypriot citizen
The scheme is not for you, even if you have lived in the village for years, hold permanent residence or another EU passport: at least one of the two must be a Cypriot citizen. Cypriot-born parents do not give you a right to a plot if you are not a citizen yourself.
Deadlines and conditions
- the plot costs 25% of its general valuationThe scheme, Ενότητα 13(β): «Η τιμή διάθεσης … καθορίζεται σε ποσοστό 25% της αξίας γενικής εκτίμησης του Οικοπέδου που θα προκύψει μετά τον διαχωρισμό»; the valuation is set by the Director of the Land Registry under Cap. 224 (Ενότητα 13(α)). Payment is a single sum on signing the agreement (Ενότητα 15).
- at least one partner under 45 on the day of applyingThe scheme, Ενότητα 10.Β — not to have reached «το 45ο έτος της ηλικίας του» on the day of applying; Ενότητα 10, clarification ii: for a couple the condition «πρέπει να πληρείται από ένα τουλάχιστον εκ των δύο προσώπων». The same in the ministry's questions and answers, question 3(β).
- live in the village with the plots or within 15 km of itThe scheme, Ενότητα 10.Γ and 11.V: a permanent resident of the community with the plots, or of a community whose boundary lies no more than 15 km from its boundary; applications from those living further «ΘΑ ΑΠΟΡΡΙΠΤΟΝΤΑΙ». The Land Registry measures the distance; a list of neighbouring communities is attached to each notice of 28.09.2026. For a couple one partner is enough (Ενότητα 10, clarification i).
- a couple or single parent — up to €45,000 a yearThe scheme, Ενότητα 10.Στ, table: «Ζεύγος και Μονογονεϊκή οικογένεια — μέχρι 45.000». Income is gross, for the year before applying, of all family members, including the 13th and 14th salary, recurring overtime, maintenance, rent and dividends; child benefit and student grants are excluded.
- a family of three — up to €50,000The scheme, Ενότητα 10.Στ: «Οικογένεια 3 ατόμων — μέχρι 50.000».
- a family of four — up to €55,000The scheme, Ενότητα 10.Στ: «Οικογένεια 4 ατόμων — μέχρι 55.000».
- five or more people — up to €65,000The scheme, Ενότητα 10.Στ: «Οικογένεια 5 ατόμων και άνω — μέχρι 65.000». There is no higher band above five people.
- the last day to apply is 30.11.2026All five District Administration notices of 28.09.2026, in an identical paragraph: «Ως τελευταία ημέρα υποβολής αιτήσεων ορίζεται η 30/11/2026. Τυχόν αιτήσεις που θα υποβάλλονται μετά την ημερομηνία αυτή, θα θεωρούνται εκπρόθεσμες και δεν θα παραλαμβάνονται».

- applications are open now for 523 plots in 54 villagesOur count from the five notices of 28.09.2026: Nicosia 73 plots in 8 communities, Famagusta 31 in 3, Larnaca 123 in 15, Limassol 112 in 18, Paphos 184 in 10 — 523 in 54 communities. The figure of 570 on the ministry page is the whole stock of unallocated plots («Πέραν των 570»), not what applications are currently open for.
- 21 calendar days to object after the letterThe scheme, Ενότητα 7(α): an objection to a refusal or to your place on the list — «εντός περιόδου είκοσι μίας (21) ημερολογιακών ημερών από την ημερομηνία λήψης της Επιστολής»; the letter counts as received on the day it is emailed if you have not confirmed it within 5 days (Ενότητα 6(β)).
- the house must be built within 3 years, 4 at mostThe scheme, Ενότητα 16(α)–(γ): finish the house «μέσα σε περίοδο (3) τριών ετών από την υπογραφή της Συμφωνίας»; the District Administration may extend this by a year, but never beyond four years in all. A house counts as finished once all works are done and it is connected to the ΑΗΚ grid.
- the house cannot be sold until 5 years after completionThe scheme, Ενότητα 16(ε) and 17: no transfer «πριν την πάροδο 5 (πέντε) ετών από την ημερομηνία ολοκλήρωσης της κατοικίας», and only once the final approval certificate has been issued; the restriction is entered on the title deed.
- the house may be no larger than 150 m²The scheme, Ενότητα 14(β)–(δ): total buildable floor area no more than 150 m²; large families get 15 m² more for each child beyond four, as do wheelchair users; at least two bedrooms, a kitchen and a WC. New plots are about 325–371 m² (Ενότητα 14(α)); those already divided are given as they are.
If your spouse is a non-EU citizen
The scheme requires Cypriot citizenship of only one partner and says nothing about the other. The form has an 'other citizenship' box for them, but the document list mentions only an EU citizen's passport. Call your District Administration before applying and ask which document to attach for your spouse.
What your plot will cost
The notices give no prices — only the number of plots in each village. The price is a quarter of the general valuation set by the Land Registry. Ask your District Administration for the valuation of the plots in your village before you gather the certificates: you will have to pay the whole sum at once.
