Kindergarten in Cyprus: from what age and how to enrol

- Who it applies to
- Parents of children from 3 until school age. From 4 years 4 months by 1 September pre-primary education is compulsory; below that age it is voluntary and depends on places. Every child of any nationality living in Cyprus has the right to enrol, regardless of the lawfulness of the parents' stay.
- What it costs
- The compulsory pre-primary stage in a public kindergarten is free — that is what the word «δωρεάν» in the name of the law means. Below the compulsory threshold a community or private kindergarten is paid for, and two separate subsidy schemes refund part of the fee.
- How long it takes
- Children of compulsory age are enrolled at their district kindergarten outright. An application for a child below the compulsory threshold goes through selection, with priority to children of the same educational district — a place is not guaranteed. Transfer applications are examined 20–31 January and schools inform parents 9–11 February.
- Where to apply
- At the kindergarten itself, on paper — and that is where it differs from school: primary school enrolment moved entirely into eΔΕΑ from the January 2026 round, while pre-primary stayed in person. The first-enrolment form is ΥΠΑΝ ΔΔΕ 11, the transfer form ΥΠΑΝ ΔΔΕ 33.
- If your case differs
- There are three stages, and the different words are not decoration: υποχρεωτική προδημοτική εκπαίδευση, προδημοτική τάξη and παιδοκομικός σταθμός. The third is a day nursery, not education: a certificate from one does not count in September when the child starts Year 1. The ministry keeps a form that answers, from the date of birth, which stage the child falls into.

Your case
If the child turned 4 years 4 months by 1 September but is not yet five (for 2026-2027, born between 1 September 2021 and 30 April 2022)
This is the compulsory pre-primary stage, and a place at the public kindergarten of your educational district is given, not competed for. It is free. Enrolment happens in the January window, at the kindergarten itself, on form ΥΠΑΝ ΔΔΕ 11 if the child is coming there for the first time.
If the child turned five by 1 September but is not yet six (for 2026-2027, born between 1 September 2020 and 31 August 2021)
This is the προδημοτική τάξη — the last year before school, also compulsory and also free in a public kindergarten. It is this year for which an official attendance certificate is demanded in September, and only a kindergarten registered with ΥΠΑΝ can issue one.
If the child is below the compulsory threshold (for 2026-2027, born between 1 May 2022 and 31 August 2023)
An application is accepted, and it may go to any public kindergarten, not only the one your address assigns — but within the same January window. Then comes selection, with priority to children of that educational district. If age keeps the child out, a community or private kindergarten takes them for a fee, and a separate subsidy scheme refunds part of it.
The threshold falls every year — and the ministry's own Russian guide is seventeen years behind, on both counts at once
What follows from this:
- the schedule is written into Ν.30(Ι)/2024 itself: 4 years 4 months for 2026-2027 and 2027-2028, 4 years 3 months for 2028-2029, 4 years 2 months for 2029-2030, 4 years 1 month for 2030-2031 and exactly four years from 2031-2032
- so the figure cannot be memorised: check the school year the child will actually start, not the one you are reading in
- the «Οδηγός Υποδοχής» in nine languages, Russian, Ukrainian and Arabic among them, is still on the ministry's site — its PDF metadata show it was created on 23 June 2009 and revised on 19 October 2009
- the kindergarten threshold there is «4 years 8 months», the rule up to 2018-2019, and the school threshold «5 years and 8 months», the rule up to 2019-2020; a parent who did everything right and found an official source in their own language gets both ages wrong
- the ministry's date-of-birth form answers correctly — but it exists only in Greek and sits on a different page from the one the guide leads to
- a day nursery (παιδοκομικός σταθμός) and a kindergarten (νηπιαγωγείο) carry different names for a reason: the pre-primary attendance certificate is accepted only from the latter, and the school announcement says so in as many words
- and one contradiction inside the announcement itself: the right to enrol is declared independent of the lawfulness of the parents' stay, while a child born outside Cyprus is required to produce an ARC — the very document that proves that stay is lawful
