Where to start and what comes next

  1. Whether the home qualifies and what to do

The age of the home, the compulsory insulation, the saving threshold and the grant ceiling — before you order the certificate.

  2. Whether you can get a plot from the state

Who can buy a building plot, what it costs, where applications are open now and what you commit to afterwards.

How it works

State help with housing in Cyprus nearly always starts not with the application but with a question about the home itself: how old it is and whose name it is in. The energy upgrade scheme looks at the date of grid connection, not at the owner's passport, and rules out new builds straight away — before you spend money on an expert.

If the home qualifies, the first step is an expert from the state register: they issue the "before" energy certificate and choose the works. Without their papers you cannot apply, and the queue goes by time of submission — so find the expert early, not on opening day.

With state land plots it is the other way round: your passport and the village decide. A building plot is sold for a share of its valuation only to families in which at least one partner is a Cypriot citizen, and only to those living in that village or near it. The queue goes not by time of submission but by your tie to the village, and a tie is settled by lot.
