A company website in Cyprus: what the law requires — data, cookies, marketing and online sales

A data breach goes to the Commissioner within 72 hours, analytics cookies need consent, and since 19.06.2026 shops need a withdrawal function. What else the law requires.

Working in Cyprus Checked: Changed:

In short

Who it applies to
Company owners and the self-employed whose business has a website: a brochure site with an enquiry form, a newsletter, an online shop or an online service.
What it costs
There is nothing to register and no fee: neither the site nor the records of processing are registered anywhere. The price of a mistake is fines: up to €200,000 under Cypriot law for cookies and marketing, up to €20m or 4% of turnover under the GDPR, up to 5% of turnover for breaching buyers’ rights.
How long it takes
The deadlines are yours, not the authority’s: a data breach goes to the Commissioner within 72 hours, a person’s request about their data is answered within a month, and an online buyer has 14 days to withdraw.
Where to apply
Data, cookies and marketing — the Data Protection Commissioner (gov.cy/dataprotection). A breach is reported with the Excel form from its site to [email protected]; there is no online form. Sales and returns — the Consumer Protection Service.
If your case differs
A company website must show the name, registration number, company type and registered office, plus the address, email and VAT number. These usually go in the site footer.

Your case

If the site presents the company and takes enquiries

You need the company details, a privacy notice linked under every form and a cookie banner: analytics and ad pixels load only after consent, and rejecting must be as easy as accepting — the same number of clicks. Answering an enquiry needs no consent. Hosting, CRM and email services each need a data processing agreement. Even a small company needs records of processing: a website processes data continuously, and the exemption covers only occasional processing.

If you send newsletters or SMS

Marketing emails and SMS to individuals need prior consent. Without separate consent you may write to your own buyers about similar products, provided they can opt out free and easily — when the address is collected and in every message. Hiding the sender or sending without a working unsubscribe link is prohibited.

If the site sells online

A buyer may withdraw without giving reasons, and if they were not told of this right the period grows. Since 19 June 2026 the site needs a prominent withdrawal function labelled «Πατήστε εδώ για υπαναχώρηση» with a «επιβεβαίωση υπαναχώρησης» button, and receipt of the withdrawal is confirmed by email. The link to the EU ODR platform can go: it has been closed since July 2025. Since 28 June 2025 online sales must be accessible to people with disabilities unless the company is a microenterprise.

If a chatbot answers on the site or AI writes its texts

Since 2 August 2026 people must know they are talking to an AI unless it is obvious: the direct duty lies on the system’s provider, but a bot posing as a sales manager is best labelled by you. AI-generated texts on matters of public interest are labelled unless a responsible editor has reviewed them; deepfakes always are. The rule does not cover sales pages or product descriptions.
