Cyprus scraps regional fee tiers in building permit overhaul
The Cabinet approved new rules simplifying how building permit fees are calculated, ending the island's three-zone cost system and area-based surcharges. The changes now go to parliament.
Cyprus is set to simplify the way building permit fees are worked out after the Cabinet approved a proposal from the Interior Ministry on Tuesday, as reported by Cyprus Mail. The island's current three-tier geographic pricing system is to be abolished, along with stepped charges tied to floor area and separate levies for outdoor works.
Interior Minister Constantinos Ioannou said the aim is to cut red tape and speed up processing, describing the reform as part of a wider overhaul of the licensing system. The revised regulations will now go to the House of Representatives for debate and approval.
"We are replacing the existing complex calculation system with a simplified, clear and more effective framework," Ioannou said.
The fast-track route already in place for low- and medium-risk developments has so far produced more than 3,000 permits for single and semi-detached homes within 40 working days, and over 1,500 for apartment blocks of up to 20 units within 80 working days.
What it means for residents
For anyone building, extending or subdividing land in Cyprus, the fee bill should become easier to predict once the new rules clear parliament — though the exact amounts and timing of payment still depend on the final text.
- Budgeting: the scrapping of area-based surcharges and location tiers should make it simpler to estimate permit costs before filing.
- Refunds: the amended rules set out specific provisions for returning fees already paid, worth checking if you have an application in progress.
- Timing: the regulations must still be voted through by the House, so confirm the rules in force before submitting or paying.
