Cyprus relief package leaves baseline energy costs untouched

A €70m support package cuts heating oil duty and extends power subsidies, but economists say it treats symptoms while Cyprus keeps paying for its stalled green transition.

Cyprus's latest cost-of-living package, presented in late September and worth €70 million, centres on a cut to the excise duty on heating oil from 7.4 cents per litre to 2.1 cents starting November 1, alongside extended electricity subsidies, zero VAT on more essential goods, lower VAT for residential solar panels and one-off aid to vulnerable and mountain households, as reported by Cyprus Mail.

Economists quoted by the newspaper argue the measures barely touch the real driver of Cypriot inflation: expensive electricity produced from mazut, with the delayed LNG terminal at Vasiliko singled out as a missed chance to bring down the baseline cost of power.

Working through the numbers, a household burning 350 litres this winter pays roughly €607 with the discounted duty, against about €639 before — a saving of some €32 across the whole season.

"They're treating the symptoms. The problem is a lot deeper," economist Savvakis Savvides told Cyprus Mail.

The headline number looks generous, but the practical effect on a household budget this winter is small, and the underlying reason electricity and fuel stay pricey is not addressed by a duty cut or a temporary subsidy. Anyone heating with oil should expect relief measured in tens of euros, not hundreds; the bigger lever remains how power is generated on the island.

  • Budget for the season, not the discount. Oil remains far above last year's price, so the duty change trims the bill rather than reversing it.
  • Check what you qualify for. The zero-VAT list, electricity subsidies and one-off payments for vulnerable and mountain households are separate schemes with their own conditions.
  • Solar panels deserve a closer look. Reduced VAT on residential photovoltaic systems is the one item in the package that lowers a recurring cost rather than compensating for it.
