Cyprus shoppers face extra €2 fee on China parcels from November 1
Orders from Temu, Shein and AliExpress will carry a €2 customs charge on top of the existing €3 levy, under an EU-wide rule change.
Shoppers in Cyprus who buy from Chinese platforms such as Temu, Shein and AliExpress will pay an extra €2 per product category in a single order starting November 1, as reported by Cyprus Mail. The charge sits on top of the €3 duty that has applied to low-value parcels since July 1.
According to the customs department, the money covers the cost of processing and monitoring shipments, handling data, assessing risk and inspecting goods sent straight to consumers. The platform, seller, carrier or representative filing the declaration is responsible for collecting it, and the EU regulation behind the change was published in the official gazette on September 19, with most provisions taking effect on September 21.
Data from the French finance ministry cited in the report show orders fell by as much as 40 per cent after the €3 levy began, while the average declared value of shipments climbed roughly 30 per cent, from €8.82 to €11.47. Many Chinese platforms now ship from warehouses inside the EU, which lets them avoid the charge.
What it means for residents
The change makes small cross-border bargains less attractive and rewards planning: if you order regularly from Asian marketplaces, your basket total will quietly grow from November.
- Budget for it. Add €2 per product category to any order placed with Temu, Shein, AliExpress and similar sellers after November 1.
- Watch the value gap. With the average declared parcel value already rising, combining items into fewer, larger orders may work out cheaper than many small ones.
- Check EU stock. Sellers shipping from warehouses within the union avoid the new charge, so look at where an item is dispatched from before paying.
