Cyprus sees 35% fewer non-EU parcels as shoppers bundle orders to cut customs costs

Parcel numbers from outside the EU have dropped sharply since the €3 duty began on July 1, but the volume of goods is steady — shoppers are consolidating purchases into fewer shipments.

Deliveries reaching Cyprus from third countries have fallen by roughly a third since the EU's temporary €3 customs duty took effect on July 1, according to the Customs Department. Yet the total quantity of declared goods has stayed almost level, as reported by Politis.

Instead of dropping the cheaper international platforms, buyers are packing more into each order. Where a parcel once carried one or two product categories, it now typically holds four or five, Customs Department spokesman Giorgos Constantinou said.

July alone brought over 100,000 parcels with some 400,000 declared categories in the first half of the month. From November 1, a further €2 EU handling fee applies, so a shipment with five different tariff categories could face €5 in combined charges, while three distinct items might cost €15.

Editorial note

What it means for residents

The charges are levied on importers and declarers rather than billed straight to shoppers, but sellers and couriers can pass them on at checkout or before delivery. That makes the advertised price of a single item a poor guide to what you will actually pay.

  • Check the final total. Look at the complete amount before confirming an order, and remember VAT may already sit inside the retailer's price.
  • Bundle wisely. Combining items into one parcel saves on shipping, but each separate tariff category still attracts its own charge.
  • Note the November change. The €2 handling fee applies regardless of order value, so higher-priced purchases will carry it on top of normal duties.
