Traffic camera fines in Cyprus: how to check, pay or name the driver, and penalty points

A camera fine is paid within 90 days of receiving the letter, then it rises by 50%. The letter may come up to 180 days later; at 16 points a court may ban you.

Transport in Cyprus Checked: Changed:

  • €2–5 per km/hspeeding — the rate rises with how far over you are
  • €85–300red light, depending on where you stopped, plus 3 points
  • €150a phone in hand or an unfastened seat belt
  • 90 daysto pay from receiving the letter, then the fine rises by 50%

In short

Who it applies to
Owners of cars on Cypriot plates and anyone who drives them: the camera fine letter goes to the owner, even if someone else was driving.
What it costs
Speeding: up to 30% over the limit is €2 for every km/h above it and 1 point, 31 to 50% is €3 and 2 points, 51 to 75% is €5 and 3 points; above 75% goes to court only. Red light under Law 91(I)/2024: a car stopped on the pedestrian crossing pays €85, one that went beyond the crossing €300, with 3 points either way. A phone in hand is €150 and 2 points, an unfastened seat belt €150 and 3 points; if the same offence is repeated within 3 years, the fine doubles to €300, and for the phone the points double too. There is no discount for paying early.
How long it takes
The letter may be served within 180 days of the offence. Payment deadlines run from the day you receive it: for 90 days you pay the amount in the notice, then it rises by 50%, and after 105 days the case may go to court. If you were not driving, say so in writing within 15 days of receipt. Each point expires 2 years after it was imposed.
Where to apply
The notice — εξώδικο πρόστιμο — is sent by the police by registered letter or handed over in person; the law provides for no SMS or e-mail. Whether you have unpaid fines is shown on cycamerasystem.com.cy (linked from the police website): you need the type and number of your document — Cypriot ID, ARC, passport or foreign ID, or a company's registration number — and the plate number. You can pay online by card through JCC Smart (the «Payment of fines» service on gov.cy) or at a bank that accepts such payments. Questions about the cameras go to the police on 80008009.
If your case differs
Paying a fixed penalty is not a criminal conviction. A sign warns of a speed camera between 100 m and 5 km before it. Since 2 July 2026 a car carrying a mobile speed camera must have its roof light on and may not stop closer than 300 m after a change of speed limit on a motorway, or 100 m on other roads. According to the Transport Ministry, as of 29 July 2025 cameras were installed at 31 sites: 7 in Nicosia, 12 in Limassol, 7 in Larnaca and 5 in Paphos. The 2025 bill to send fines by SMS and e-mail has not been passed yet.

Your case

The car is yours and you were driving

Pay the amount in the notice within 90 days of receiving the letter and sign the acceptance of the points — then there is no court case. From day 91 the amount is 50% higher, and after 105 days the police may take the case to court. If the new points bring you to 16 within 2 years, the fine can no longer be paid: the notice is treated as void and a court decides.

The car is yours but someone else was driving

Within 15 days of receiving the letter, tell the police in writing who was driving and give their details. The police Q&A (2023) describes it as filling in Part II of the notice — a declaration on your own responsibility — and sending it by registered letter. The driver then gets a fresh notice, and the 180-day limit runs again for them. If you name no one, the case proceeds against you. If the letter to the driver comes back or they deny the offence, the case proceeds against you both. If the photo shows the driver, the law presumes it is the owner unless the owner proves otherwise.

The car is registered to a company

The company receives the letter as the owner and has the same 15 days to name the driver in writing. If the case reaches court, liability for a criminal offence under the camera law falls not only on the company but also on its directors and other officers. A company's fines can be checked on cycamerasystem.com.cy with its registration number and the plate number.

You disagree that there was an offence

The law provides no separate complaint against a camera fine: if you do not pay, the case may go to court after 105 days, and you defend yourself there. In court the police show that the camera was working by a check at the start and end of its operation. The police Q&A (2023) says offences caused by a broken traffic light, roadworks or giving way to an ambulance are checked and cancelled; before waiting for court, call the police on 80008009 and look at the photo on cycamerasystem.com.cy with the code from the notice. More than 75% over the limit cannot be settled by paying in any case — it goes to court.

How many points you already have

By law the points register is kept by the Registrar at the Road Transport Department (Τμήμα Οδικών Μεταφορών). We found no online points check on gov.cy or the police website — ask at a district office of the department.

Where to write if you disagree with a fine

The law names no address or deadline for a written challenge. Call the police camera line before the payment period runs out and ask where to send an explanation and what to attach.
