Water at home in Cyprus: putting the account in your name, the deposit, bills and disconnections

The water deposit depends on the district and on renting or owning: a tenant pays €125 in Nicosia, €250 in Limassol, €100 in Larnaca. Nationality plays no part.

Anyone moving into a flat or house in Cyprus and putting the water in their own name — tenants and owners, in towns and villages.
What it costs
The deposit and fees depend on the supplier. Nicosia: a tenant pays a €125 deposit, a new owner pays €4.76 for the transfer. Limassol: a €250 deposit for a tenant and €50 for an owner. Larnaca: €100 for anyone who is not the owner, €0 for the owner. A bill has a fixed charge and a price per cubic metre that rises with volume: in Nicosia the fixed charge is €11 and the first 20 m³ cost €1.00 each; in Limassol €16 plus €6 for maintenance, the first 40 m³ at €0.90; in Larnaca €10.35 plus €7.50 for maintenance, the first 30 m³ at €1.05. On top comes the sewerage charge if the home is connected: €0.55 in Nicosia, €0.64 in Limassol and €0.50 in Larnaca per cubic metre. VAT on water in Limassol and Larnaca is 5%.
How long it takes
In Limassol a bill comes every 4 months, in Larnaca every 3 months; in Nicosia the tariff page does not state the period. If you miss the due date, 10% is added. In Limassol and Larnaca the water may be cut after the due date without further notice. In Nicosia supply is cut when the debt is over €100 or a bill has gone unpaid for more than 6 months. To be reconnected you pay off the debt and a reconnection fee: in Nicosia €40 plus 5% VAT if the tap was locked and €62 plus 5% VAT if the meter was removed; in Limassol €35 including VAT; in Larnaca €35 plus VAT, or €55 plus VAT outside working hours.
Where to apply
Since 1 July 2024 water in towns has been supplied by the district local government organisation — Επαρχιακός Οργανισμός Αυτοδιοίκησης (ΕΟΑ); the old Water Boards were abolished. Which one depends on where you live: ΕΟΑ Λευκωσίας in Nicosia, ΕΟΑ Λεμεσού in Limassol, ΕΟΑ Λάρνακας in Larnaca, ΕΟΑ Πάφου in Paphos and ΕΟΑ Αμμοχώστου in Famagusta. In a village outside their areas the water still comes from the community council — Κοινοτικό Συμβούλιο: by law this stays so until 5 years have passed since the law came into force and the Council of Ministers decides and a new law is passed.
If your case differs
The supplier is responsible for the pipes up to the meter, the home owner for everything after it; in a block with a central meter, the building's management committee is responsible after that meter. A leak after the meter is the consumer's to pay, but you can ask for the bill to be reduced: in Nicosia within 6 months of the payment date, provided the pipes from the meter to the tank have been replaced with a new surface installation; in Limassol if the period's consumption is over 120 m³. On 6 November 2026 Cyprus reservoirs were 35.0% full, against 10.4% a year earlier. During cuts the ΕΟΑ ask people to use the water in their home tank (ντεπόζιτο) sparingly; planned and emergency cuts are posted on your ΕΟΑ's website. Since June 2026 the Τμήμα Αναπτύξεως Υδάτων has been gradually handing out tap aerators and shower regulators across Cyprus. On water quality, the Limassol supplier says its water meets the EU criteria for drinking water and is checked regularly by the Ministry of Health's Health Services and the State General Laboratory; this is the supplier's statement and covers Limassol only.

Your case

You live in Nicosia or a suburb served by ΕΟΑ Λευκωσίας

ΕΟΑ Λευκωσίας supplies water in Nicosia, Engomi, Agios Dometios, Aglantzia, Strovolos, Lakatamia, Tseri, Anthoupoli, Latsia, Geri, the Idalion, Pera Chorio–Nisou, Lympia, Potamia and Alambra districts, and the communities of Ergates, Mathiatis, Mammari, Lythrodontas, Agia Varvara, Menoikou, Palaiometocho and Kokkinotrimithia. The account can be transferred only to the owner or a tenant, not to third parties. Tenant: both parties come, or the tenant alone with the «Υπεύθυνη Δήλωση» form EOA-W005 signed by the owner; you need a valid rental agreement, copies of the tenant's and owner's IDs and a €125 deposit. The deposit is returned once the final bill is paid: in person, with an ID or passport, a photo of the meter and an IBAN. If a tenant leaves without paying, the owner settles the debt from the deposit and is liable for the rest. New owner: a copy of the ID, a title deed or contract of sale, a photo of the meter with the number readable, the last bill paid and €4.76 for the transfer. You live in Limassol or in the ΕΟΑ Λεμεσού area

ΕΟΑ Λεμεσού supplies water in the municipalities of Limassol and Kato Polemidia, the Amathus area (Agios Tychonas, Armenochori, Akrounta and the coastal parts of Parekklisia, Pyrgos and Moni) and the Kourion area (Asomatos, Trachoni, Akrotiri, Erimi, Kolossi, Episkopi, Kantou, Sotira), and in Fasoula, Mathikoloni, Pano Polemidia, Palodia, Moutagiaka, Tserkez Tsiftlik and Foinikaria; it will take over the other communities later. You transfer the account with the meter transfer application; ΕΟΑ Λεμεσού has an online form, and the meter photo for it must be taken on the day you apply. The deposit is €250 for a tenant and €50 for an owner; any amount owed must be paid. A tenant attaches the rental agreement, an owner the title deed or contract of sale; everyone needs a photo of the meter. Someone who is neither owner nor tenant attaches the owner's certified consent and a copy of the title deed, and the deposit is also €250. When you move out, the final bill is paid from the deposit and the balance is returned within 2 weeks. A bill comes every 4 months. Phone 25271000, round the clock for faults.

You live in the Larnaca district

ΕΟΑ Λάρνακας does not yet supply water everywhere in the district: it will take over water supply for the five new municipalities and 31 communities later, within 5 years. The sewerage charge is included in the bill of whoever supplies water to the home, so the water bill shows who your supplier is. If it is ΕΟΑ Λάρνακας: the deposit is €100 for anyone who is not the owner, and owners pay no deposit. Before a home passes to a new consumer, ΕΟΑ Λάρνακας must be told so that any debt is settled; a new owner shows a title deed or contract of sale. The owner is liable for a departed tenant's debt, and both the previous and the new owner are liable for the previous owner's debt. A bill comes every 3 months. You live in Paphos or the Famagusta district

ΕΟΑ Πάφου supplies water in the municipalities of Paphos, Ierokipia (Geroskipou and 4 communities), Akamas (Peyia and 6 communities) and Polis Chrysochous (with 13 communities). Water matters are handled only in person or through a legal representative at the ΕΟΑ Πάφου service centres; the tariff page is not ready yet, and the deposit and documents are not published. Phone 26818202. ΕΟΑ Αμμοχώστου has billed water since 1 July 2024 in the municipal districts of Paralimni, Agia Napa, Deryneia, Sotira, Frenaros, Liopetri, Avgorou, Achna and Acheritou, each with its own tariff. You can transfer online: a rental agreement or a title deed or contract of sale, an ID, ARC or passport, a recent photo of the meter with the reading clear, and a photo of a bill. A tenant needs the owner's consent: the declaration sent to you by e-mail is also signed by the owner. ΕΟΑ Αμμοχώστου does not publish the deposit or fee. Phone 23811200.

You live in a village outside an ΕΟΑ area

Water comes from the community council — Κοινοτικό Συμβούλιο: the law leaves water supply with it until 5 years have passed since the law came into force and the Council of Ministers decides and a new law is passed. Each community has its own deposit, tariffs and transfer procedure — ask at the community council. If your water bill comes from the ΕΟΑ rather than the community, your district's rules apply.

Deposit and documents in Paphos

ΕΟΑ Πάφου does not publish the deposit, the transfer fee or the list of documents: the tariff page is not ready yet and water matters are dealt with only in person. Call the service centre (26818202) before you go and ask what to bring and what a tenant and an owner pay.

Deposit and fee in Famagusta

The ΕΟΑ Αμμοχώστου online form lists the documents but not the amounts. Ask ΕΟΑ Αμμοχώστου on 23811200 what deposit a tenant pays and what the transfer costs.

Who pays the annual sewerage charge

Besides the per-cubic-metre charge on the water bill, the ΕΟΑ issue a yearly sewerage charge based on the property's value; in Limassol that bill goes to the registered owner by e-mail. No ΕΟΑ says which of you pays it — that is up to the rental agreement. Check with the owner before you sign.

Who supplies you in the Larnaca district

ΕΟΑ Λάρνακας has only an interactive map of its areas. If you are unsure, check who issued the last water bill, or call ΕΟΑ Λάρνακας (24501000) and give the address.

How to get the water-saving fittings

The Τμήμα Αναπτύξεως Υδάτων says it is handing out the fittings gradually across Cyprus, but not where or how a household gets them. Ask the department at [email protected]. If you have already received a set, you can record it on gov.cy in the «Ενημέρωση για εγκατάσταση ακροφυσίων» service — you need a verified CY Login and your water account number.
