Solar panels in Cyprus: Net Billing and what remains of the grants

Net Metering is closed to new applicants and no panel grant is open now. New systems connect under Net Billing: how surplus is credited and when it is lost.

Who it applies to
Home owners thinking of installing solar panels. A new system connects under Net Billing: Net Metering is only for those who applied for connection by the end of 2025.
What it costs
You agree the price of the system and installation with the installer. You also pay the network operator a connection contribution, stated in its offer. No Renewable Energy Fund grant scheme is open now.
How long it takes
Billing starts on the day of connection, after a successful inspection and the operator’s certificate. The agreement runs for 1 year and renews automatically unless a party refuses in writing 30 days before it ends.
Where to apply
You apply for connection to EAC as the distribution system operator. The billing agreement is signed with the supplier; EAC’s version is published on its website. Questions: 1818.
If your case differs
Net Billing covers systems up to 8 MW, so a home system’s size depends on its connection terms. The agreement provides for cases when the system may be limited or stopped. It can be transferred to someone else only with EAC’s written consent.

You are installing panels now

Your option is Net Billing (Συμψηφισμός Λογαριασμών). The steps: connection application to EAC, acceptance of terms and payment of the contribution, installation, inspection and certificate, billing agreement. A two-way meter is fitted. Net Metering is not available: it is only for applications filed by the end of 2025.

You exported less than you imported

You pay for the difference on your tariff. Offsetting is monthly or every two months, depending on your consumer category.

You exported more than you imported

EAC buys the difference at a price it publishes monthly, and the amount is credited to your next bill. Any credit left after the final settlement in October or November is cancelled without compensation. The same applies if you change supplier, the agreement ends or the premises are disconnected.

You are counting on a grant

No Renewable Energy Fund scheme is open now. Panel applications ended at the end of 2025, and the May 2026 window was only for those who had already applied for connection. Solar water heater applications have also ended. Older homes have a separate upgrade scheme, where panels are part of a wider package of works.

Whether your roof suits and what capacity is allowed

This depends on the connection terms and your property documents. In an apartment block, ask the building committee about the shared roof first.
