In a video statement, Interior Minister Constantinos Ioannou said the scheme has a dual purpose: supporting families who struggle to buy a home of their own, and strengthening communities in the countryside. "The government aims to broaden housing options by putting available state land to work for society, especially for young families," he said.
Who is eligible
- Applicants must be Cypriot citizens forming a couple with or without children, or a single-parent family.
- At least one member of the couple must be under 45 when the application is filed.
- At least one member must live permanently in the community where the plots are located, or in a neighbouring community within 15 km.
- Annual gross family income must not exceed €45,000 for a couple or single-parent family, €50,000 for a family of three, €55,000 for a family of four, and €65,000 for families of five or more.
Priority order
Plots will be allocated in order of priority: natives of the community who live there permanently, displaced persons living permanently in the community, internal migrants wishing to return, repatriated Cypriots or those returning from abroad who meet the specific conditions, and permanent residents of neighbouring communities within 15 km. In the event of a tie, priority goes first to large families, then other families, single-parent families and couples.
Beneficiaries must complete construction of their home within three years of signing the allocation agreement. The plot cannot be transferred before the house is finished, and the home cannot be sold or otherwise disposed of until five years after completion. - Plan for the five-year lock-in. You must build within three years and cannot sell for five years after completion, which limits flexibility if your circumstances change.
